ADR-005: Legacy fallback

Decision: mode flag defaults to Legacy; NextPilot requires explicit selection. Status: accepted. Why: startup evidence is incomplete and production configuration must not be changed implicitly. Consequence: launcher must not start AutoCAD twice after a Next failure.
